income high, they're going to encourage customers with large mailing
lists, regardless of the sources of those lists.

...and regardless of how many of those addresses always get 5xx responses.

If it's that much of an annoyance, set up a tarpit for them. I don't have any ethical problem doing this for a bulk mailer that repeatedly ignores a 5xx that says "I will never accept any mail from you".
