If users report spam (you use the -r option to spamassassin/spamc) or -k option if NOT spam, then your checksums get 'seeded' in real time to the upstream. Even better is the commercial version, automatically, (with no user intervention needed), each ip address is scored from 0 to 100% as to its 'bulkiness' (no, not spammness, bulkyness) as in how many commercial DCC clients have seen this ip address in conjunction with 'bulk' email.) I am NOT paying an arm and a leg for commercial access, (I am using it) and as long as you understand its a sign of BULK, not spam.. You apply your white/blacklists to bypass DCC checks, you should be ok Oh and in bugzilla are patches for DCC.pm to support the commercial version, (which don't go you any good if you are pointed at public servers) I know some might not like the idea of dual license open source, but I do find the low cost well worth it, and the lookup times are orders of magnitude faster then DNS. If you are an ISP (and pass 100,000 or more queries through, post queue, into SA), then it might make sense to get the commercial license, get a local DCC server up and running.
