What you're probably looking for is a quarantine management system, e.g.
Maia Mailguard.  These kinds of tools keep track of what's been
quarantined on behalf of each of your users and can send them email
reminders at regular intervals or scheduled digests that contain lists
of links to the items in their quarantines, along with web-based tools
for safe previewing of these items and mechanisms to release them or
report them, so that your Bayes database gets trained in the process.
