So, I don't see the problem here: we are attempting to obtain information
about or related to a domain name registration record. We don't even care of
contacts...
The problem is that this is an electronic process doing the queries
and it can be high-volume. Once we use a service for an unintended
use, it affects the accessibility of the service for normal
users. The rate limit set by the operator would kick in to prevent
"abusive" use.
