In this case, since the bounce message explicitly says "local" in "local dynamic IP address" I'd take it to mean the system administrator of "jeffbozarth.com" has created his own hand-made blacklist of IPs he believes to be dynamic.
Also, the fact that it's a 4xx series code, not a 5xx series code suggests either a greylist, or some broken attempt at being clever. Hopefully it's just a greylist.
