***If you could get your CIO (or top management) to understand one  thing,
just ONE thing, about fighting spam, what would it be?***

This sounds too fatalistic, but I have one simple thing I wished people understood:

You cannot stop all spam, at least not without causing collateral damage to the mail you really do wan to receive.

Spammers are sneaky and underhanded, and do not care about the legality or ethics of their actions. They can hijack new servers to send out spam. They can devote resources to crafting messages to skirt around the filtering you have in place. Unless you are willing to fight the battle their way, they are always going to have more resources and are going to be two steps ahead of you. Until the SMTP standards are radically changed, spam will be unstoppable.
