SpamAssassin itself, No. That's impossible.

Your other tools can do things like that based on what SA says.. but I
don't know enough about cpanel/exim to tell you how.

 I can merely tell you that SA by itself is merely a message pipe. It
has no direct control over message delivery, only  message contents.
