Um, yes. Well, I've seen it DoSed by just attempts to deliver to an address that doesn't exist. "User not found" after RCPT TO is the exact same traffic load. That was very modern hardware, and it happened just a few weeks ago.
Think about it. It doesn't require you to stretch your brain to figure out the math involved.
