Well it is a trust based system, but it is so opaque that its hard to
know just how it works.  I suspect they trust their paying customers
more than others.

I too have notices that submitting spam with identical bodies several
times in a row has virtually no effect on the razor hit rate.  It takes
days for the razor confidence level to climb to such a point where 
it becomes effective.  It use to be hours.

I sometimes wonder if 3.1.5 broke something in razor report because
that is when I first noticed it seemed to be ineffective to report.

Note: I don't auto report anything.  Everything I report thru razor has
been viewed by me.
