By default it's stored in
/var/spool/MailScanner/incoming/SpamAssassin.cache.db.

Also, keep in mind, the spamassassin results have nothing to do with
this. That cache does not store the MailScanner whitelisting data. It
only stores the list of SA rules that hit, so it could only cache SA
USER_IN_WHITELIST type effects. You can clear it if you want but it
should not affect this problem in any way.

Also non-spam, non-virus results are only cached for 30 minutes, and
would only apply to a message with the EXACT same content.

why did you remove the phishing whitelist? That has nothing to do with
this. That makes email immune to the "phishing net" which tries to
detect email with mis-directed phishing URLs.

I'd try disabling these listings for the time being and reloading
MailScanner.. see if the whitelisting problem continues.
