Assuming "whis is" means "when is", I'd say, when it needs to be. That
is, before each message is scanned the access hash DB you've specified
is checked.
Unsually IP addresses are cominga nd going into the DB, so it should
be re-read at for each message?
Well of course. It wouldn't be very useful otherwise. :)
