This is what happens if you don't pass updatedir (updates go into /var/lib/spamassassin/<version>). I don't understand why you're using updatedir. By aiming at a different directory than the default, SpamAssassin won't find the new rules unless you somehow tell SpamAssassin to look there (which requires code changes).
