That's the global default crontab file (at least in some versions of cron). It does things like run the hourly, daily, weekly and monthly cron jobs via run-parts or a similar tool (at least in some versions of cron). If you don't have an /etc/crontab then your cron package may be improperly installed, or may have become damaged after installation.
