Keep in mind that these are not official rules.  These are rules that
have been created by a group of people who are (mostly) separate from
the SpamAssassin development team.

They list the rule sets along with descriptions and masscheck results
for most of them.  They include a link to RulesDuJour which can
automatically keep all of this up to date.  The link they provide
tells you everything you need to know to instal and configure
RulesDuJour.

Keep in mind that this is an open source project.  As such, there will
be add-ons and extra rules created by third parties and hosted all
over the Internet.  I consider it a very good thing that the SARE guys
have gathered so much together into their site.

Most of this information is actually on the SpamAssassin website in
their wiki (under "Third-Party Software" -> "Custom Rule-sets").  They
list a bunch of the rule sets as well as links to rulesemporium and
RulesDuJour.
