Not exactly: v310.pre is the pre file that deals with the plugins from 3.1.0. v312.pre is the pre file that deals with the plugins from 3.1.2. There's nothing special about them, they're all just .pre files. The reason there's multiple versions is because when people go and modify the .pre file to enable/disable plugins, a new upgrade with a different pre file (new plugins/etc) is either going to have to 1) overwrite the pre file obliterating any local changes (bad), or 2) leave the current file and thereby not having entries for the new plugins (bad).
