Install Location on OS X?

OK - I am confused about where spamassassin, spamc, spamd, etc. are  
supposed to get installed when installing on OS X 10.4.6 using CPAN.   
Seems like it sometimes ends up in /usr/bin and sometimes in /usr/ 
local/bin

So, where SHOULD it be installing?  And how do I insure that it gets  
installed in the same place every time?
