moderators, so receive all newsgroup submissions by mail which they
have to approve before the submission is actually posted to the
newsgroup.

That's right, yes.

Seriously, there are two solutions and only one of them might be
practical for you.

The practical solution is to request they review their spam folders
for their news group mails. (With any sane mailer they can simply
download the spam, first deflect their newsgroup's mail to a special
review folder, then deflect all other spam markups to a spam folder
for review.)

The less practical solution is to use per-user scores and give these
users a custom whitelist_from_rcvd entry for those sex messages.

(Or they should be able to review them via any website related to their
moderation if it's something like yahoogroups or googlegroups.)

With a largish ISP setup the second solution is not very practical.
