It looks like you have a score statement somewhere trying to over-ride the score of SUBJECT_DRUG_GAP_VIA. However, that rule was present in the 3.0.x series, but was dropped and is no longer present in 3.1.x. You listed off your local.cf, what about any other .cf files in the same directory, or user_prefs? Do any of them have score statements for this?
