sa-update tries putting its own gpg keyring in the site config directory (/etc/mail/spamassassin/sa-update-keys). If you don't have the permissions to do that, it won't work. You can either make the directory and set the ownership/permissions appropriately, or use sa-update's options to change to a different directory instead.
