Possibly.. They are using qmail, so they could likely hack that up.

But realize this involves convincing the apache.org mailserver admin to go out
of his/her way to make a special setting in his qmail configuration for a minor
problem that only affects one, comparatively low volume, list out of many lists
hosted by the same server.

The spamassassin folks are not in direct control of the server that runs this
list. They can ask nicely for the server admin to do this, but being a
non-profit he/she is likely rather busy and severely short-staffed. Something
like this is relatively unimportant in the grand scheme of things, and isn't
likely to ever make it to the top of the heap.
