You're not upgrading the rules that come with SA. You're adding to them. Many of the SARE rules are almost required to get decent results. Go to:
http://www.rulesemporium.com Download the rulesets you want, and put them in /etc/mail/spamassassin. Restart SA, your results should improve dramatically.
