what OS do you run spamd on?
In SuSE eg. (newer releases) those parameters are contained in /etc/sysconfig/spamd. I think this is a RedHat-ism so there should be somethin similar on that line of linuxes
In Debian have a look at /etc/default/spamassassin.
However, don't egt me wrong: The -L option must _not_ be set.
I know that SuSE had -L as default at one point in time. Just remove the '-L' part.

btw: Didn't know there was an option '--allow-tell' (negated: --noallow-tell) that somehow (dis-)allows spamd to learn to a database. Any chance this might have to do with the bayes problem you have?
