PH is phishing domains and IPs.  They're probably worth blocking
even if your small sample size doesn't show many hits.  Perhaps
most of the phishes are getting blocked by ClamAV or MTA BLs?

Possibly ClamAV. Those get diverted. I'm pretty sure I don't have the
anti-phish rules turned on at Eartlink. But it's worth a check. I have
caught them changing my preferences before.
