I'm not familiar with Amavis, but I can tell you, SpamAssassin will always let mail through. SpamAssassin scans mail, that's it. It cannot reject or move mail. So perhaps your procmail, or Amavis is to blame? If you don't get an answer here, that may be a good starting point.
