Are these rules in your local config directory /etc/mail/spamassassin or are they in the distributed SA rules directory /usr/local/share/spamassassin in either case you should clean up the directories. Don't mix the distributed SA rules with SARE/Local rules. You also have some duplicate rules in there that should be cleaned up.
