Yes, MailScanner will need a restart or reload to cause it's Mail::SpamAssassin
object to reparse these rules.

SpamAssassin (ie: spamd) doesn't even need to be started at all if you use
MailScanner. MailScanner uses the perl API directly, so starting spamd is
pointless and a waste of memory.

If you were using spamd/spamc as a pair, spamd would need a restart.
