Not true. Their open/closed source nature has nothing to do with it.

They're disabled because they're not free for all users to use in an unlimited fashion.

Certain users will have to pay fees to make use of the services. In razor's case it's a loose description which more-or-less boils down to volume. If you process a ton of email, they may ask you to pay up or stop.

In DCC's case it is a little more well defined, and is more based on how you use DCC, not how much. ie: private checksum servers that don't contribute to the global net cost. Use in a resold product costs. Etc.

Read the licenses for each product for better details, and contact either product's author if you are unclear on it.
