You wanted to say 40, did you? Looks like a normal size to me. You won't be able to get it much lower. It depends on the amount of rules you use and the size of those files. F.i. if you use bigevil (which is not encessary with SA 3), that alone takes 40 MB or so. If you don't need so many pre-forked children you can reduce this I think with -m.
