Hey, I'm just quoting Mail::SpamAssassin::Conf.. It doesn't make much sense to me either, but that's what the docs say. Perhaps it's a typo and they mean IF report_safe is 0, instead of UNLESS report_safe is 0. However, this user's inability to get spamassassin -d to work supports the behavior described in the docs.
