Sounds like ActiveState is a bit behind in updating their module
repository. I've had the same problem with PPM in the past, though all
our really Perl-intensive stuff is on Linux boxes where we can use CPAN,
RPM, or just "perl Makefile.PL && make"
You'll probably have to install the module manually, using the same
procedure as step 8 in
http://wiki.apache.org/spamassassin/InstallingOnWindows
