sa-learn doesn't connect to spamd, it manipulates the database directly, either file based DBM or SQL based. If you switch to SQL based bayes then you can run sa-learn on any machine as long as it can connect to your SQL server. 3.1 will include the ability to learn/report via spamd which I believe will mostly do what you are asking.
