The rule SPF_NONE exists in the standard rules channel. It is

The relevant comment in the 50_scores.cf file offers a dubious justification that scoring it would encourage spammers to publish valid SPF records just to avoid the rule. This would be a problem if SPF_PASS had a strong ham score and lots of spammers used domains theyb owned without SPF but I don't really see the logic when SPF_PASS is scored at -0.001 and not having any SPF record is no longer the mark of a spammer but rather a mark of mail apathy.
