Actually that is incorrect. You test without restarting. If you restart,
then your new files will already be made live. THis could have a serious
impact on your scanning. You don't want to restarts until AFTER you run the
lint. 

Running lint will load the new cf files, provided they are in the proper
location. Restarting spamd will make the changes live.
