A few comments:

1.  Use 3.0.2 if possible.  It fixes some things in the earlier
versions, and should be more efficient.

2.  Make sure you have network tests enabled:

  http://www.surbl.org/faq.html#nettest

3.  As requested, give some sample spam rule hits or a sample
spam so folks here can check your results.
