It's possible that you are just past the distance limits on DSL through those
other providers, but Verizon has a digital substation close enough to you to give you the service.

It's possible. Sometimes the local phone company just refuses to provision lines for anyone else, too. A friend of mine was in that situation for quite a while -- he wanted to get DSL from someone else, but Bell South simply wouldn't allow it. They'd take the work orders, mind you, because they were required to under law. The work would just never happen.
