If you're in North America, you might want to consider using
blackholes.us instead.  If you're in Europe, nerd.dk will probably be
faster.

I'm coming into this thread a little late, and I've probably missed
one or two posts, but if you have configuration authority on your MTA
you might also want to consider using an RBL entry there from nerd.dk
or blackholes.us (http://www.blackholes.us/) - there are others to
choose from, I'm sure, maybe even some good ones that are much quicker
at your location.

I've picked several countries that I know I will absolutely NOT
receive email from (nearly all are in Asia), and I simply disallow all
mail from those countries.  It's a little too heavy handed if you
might ever get letitimate email from said country, but it is 100%
effective at keeping spam from coming out from that area - unless it
comes through an open relay somewhere else.

If you don't have config authority, or you do expect any legitimate
email to come from those locations, the solution above is probably
best.  Matter of fact, I think I'll check it out for a couple
countries I don't want to block outright . . .
