Mail::SpamAssassin::Plugin::RelayCountry provides metadata for bayes, not rules. Also, it ought to be enabled in init.pre (where its purpose is described), not local.cf.

That said, you can create any rule you want based on appropriate message
headers.

One question, why would you install something if you don't know what it
does?  While it is a worthwhile plugin to provide data to bayes, if your
intention was to create rules based on country of origin, it won't be
helpful.
