SURBLs are generally meant to catch sites actually advertising
warez, pills, mortgage leads, porn, etc.

Judging only bt the article, this sounds more like a distributed
virus propagation technique that uses zombied machines as web
servers to distribute the virus itself as opposed to taking
orders for pills, etc.

That said, the same technique could probably be used to provide
distributed web service for spammers.  Perhaps this is an early
test of some of these concepts.
