None of the SpamAssassin devs use Amavisd-New, and the report didn't have
enough information to develop a fix in time; in-depth data about the issue
(and a partial fix) weren't provided until days before 3.0.0 was due to be
released.

Deciding what goes in and what doesn't is a tricky thing in every
situation, and we decided that it was best to release 3.0.0 and get the
fix in for 3.0.1 rather than delaying 3.0.0 further. We could have delayed
3.0.0 indefinitely until all known issues are closed. but eventually you
have to say "it's good *enough*". It's a balance between perfection
and time. c'est la vie.
