I will review the authorization issue as well, because it may be another bug related to the CLI migration. I'll let you know if that's the case. A PR has also been created for the scheme argument (see https://github.com/apache/solr/pull/2722).

Alternatively, you may try Solr 9.6.1. The CLI migration started in version 9.7 as far as I know.
