I figured out why clicking the "Add Collection" button does nothing. I
needed to have the "collection-admin-edit" permission. But that should
not be required, as I have the "all" permission.
That looks to me like a bug.
I gave the user every single permission shown in the admin UI.
Collection creation still fails.
