Maybe you can use an ssh -X session to your Ubuntu server to run the VirtualBox GUI. At least for performing the initial setup. After that use VBoxManage to start headless. Another option might be to install the VM on your Laptop, perform the initial setup such as setting up DHCP or a fixed IP and then shutdown the VM and move it to server.
