The 2nd issue (vzctl resume <ctid>) was solved: it works with sysvinit.
(note: disabling systemd have some drawbacks...)

May I ask you a favor?

Could you publish a "debian-10-x86_64-minimal.tar.gz" template?

Currently, I use "debian-9.0-x86_64-minimal.tar.gz" to build containers
because it contains only the minimum required and I would be very happy
to create debian 10 containers the same way.
