Templates are built directly into RPM packages by means of rpmbuild, every 
template repo contains a spec file for this. E.g., 
https://src.openvz.org/projects/OVZT/repos/centos-8-x86_64-ez/browse/centos-8-x86_64-ez.spec

Hope spec files are rather clear. In general we indeed simply copy os* and 
*packages files to necessary locations in filesystem and fill files like 
description, summary, etc.
