I don't understand why things seem to change when you re-open a
document, but to start with you should not be creating a new page by
adding blank lines, as you seem to be doing. If you want to start a new
page, you should use Insert > PageBreak, or the corresponding keyboard
shortcut. Page breaks created that way are much more stable.
