There is no program called Apache Wordpad.
There is a program made by Microsoft called Wordpad that comes free.
There is a program called ApacheOpenOffice that is free.

Wordpad from what I can tell still comes free with Microsoft Windows 10
ApacheOpenOffice can be downloaded from: https://www.openoffice.org/
There is no need to transfer any program that requires a license and
there are no fees for the programs. So either you IT technician doesn't
know what he's talking about or he gave you false information, or the
program isn't called Apache Wordpad.
