I am of the opinion that your download of OO might be the problem.
Again, I must ask: show usthe URL from which you downloaded OO.

While waiting for your reply, I downloaded, installed and opened a new OO doc (Win 7 SP1 on Z390E mobo, 32 RAM and Quad core 3.66 chip)

I went straight to Insert > Picture > From File > and chose a .jpg just as a quick test.

Everything locked up. The cursor changed to an I beam shape (no hour-glassy thing) and despite waiting a really long time, nothing happened. All I could do to get out of it was End Task, and even then it was pretty stubborn. I gave it a chance to straighten up and fly right before trying again, this time with a different .jpg in case the image was the problem. The exact same thing happened.

I'm not quite prepared to give up but when the first thing you try fails and there are so many cracks for MS Office, *:*) it's tempting. Is this a known bug? I've attached the images I used in case anyone wants to tinker with them.

Thanks - rev

Yes you will be able to open them, but with some caveats.
MS has kept modifying their office SW so that many features
they put in the documents will not be rendered correctly by
    OO.
OO developers have not kept up with the MS sw modifications
or "enhancements", as they like to call it.
Interestingly  enough, such docs you create on OO will be fully
    compatible with MS office ware.
