Clipboard facilities are usually provided by operating systems, not individual applications, since their function includes cutting, copying, and pasting between different applications. So you should probably look there for what you seek. If your operating system does not provide what you need, you may be able to find and install a separate, stand-alone application that provides this facility.

You have kept your operating system a secret, but Windows 10, for example, has this facility, although disabled by default. Go to Start | Settings | System | Clipboard and toggle on "Clipboard history". Cut, copy, and paste in the usual ways. To paste something earlier than the last item cut or copied, use Windows+V to bring up the Clipboard window, showing the items available.

Or you could volunteer to add this facility to OpenOffice.
