Windows 10 is a little stricter about things as part of verifying whether
this is execution of the intended application.  It appears to be an
additional layer for verifying that the user is running an expected
application and not a substituted Trojan.  

The Apache OpenOffice installer is from an older era and doesn't pass
through whatever the gating is to have things be fully trusted by Windows
10.  I've seen this happen with the first-run of previously-installed
applications after an upgrade to Windows 10.

I suspect that when Windows code-signing is added to AOO distributions, this
will become less of an issue.  There may be further conditions to qualify as
fully "Windows 10"-ready.
