Yes, there are no longer installers available directly from ASF. Among them is that the old Windows NBI infrastructure had some serious unfixed (potentially unfixable) issues. As Josh already stated, for Windows you can use the community installers that are listed on the main download page ( https://netbeans.apache.org/front/main/download/nb26/#_installers_and_packages ), use the ASF zip version without installation, or wait for another source (winget seems to be late updating).
